The historic journey of struggles started about five decades ago by KSEB Workers Association has now reached in a new era of resistance against neo liberal attacks led by the capitalist. The days ahead and the ways to tread down are guided by the splendid images stamped in the traverse of agitations through which we have travelled all along.
New pictures of achievements are appearing one after another in our kaleidoscope of reminiscences. Our luminous struggle was lit years back with a fight by NMR Workers for their permanency in the service of the Board. By regularization of NMR Workers during 1972 the first phase of our struggle completed. In the early days of skirmish for improving the service conditions of the employees of the Board we were able to achieve significant gains. The period thereafter witnessed innumerable struggles; especially for bettering the conditions of service of employees in the Board demanding wage revision, promotions, time bound grade promotions etc. All anti working class moves of the management which were counterproductive and affecting the services of the consumers like increasing the workload of employees were opposed and defeated. We have endorsed System Change for improving production efficiency that was unfamiliar to the management on those days which was accepted later in the Board. We are still approaching things in that gamut which will be beneficial to the industry, public as well as workers.
The history of trade union movement in the Board was an era of internal rivalry among unions functioning in the name of various categories. Early sixties had witnessed with anti labor policies by the then Congress led government to take most of the working class in the guise of failure in planning process and economic meltdown. That condition built up a new epoch of unity among the working class in India as well as in the Board. Workers who were members in the category organizations and its union leadership were compelled to organize under a common platform. Thus one of the organizations of NMR workers in the Board had decided to form a general union in the Board, by amending its constitution, for all section of employees in the Board.
Thus Worker’s Association was taken birth as the first general union in the Board among other 20 category unions in the Board. Most of them were functioning under one political party led by same union leaders. No union in the Board led by same leader ship was willing to take a common stand which was beneficial to the entire workers and instead they were opposing the interests of workers in other unions and that helped the management to follow anti labor policies. On those days all other unions were united for a common cause-that was for opposing the demands raised by the Workers Association for the interest of entire working class in common. In 1970 Workers Association fought for certain new demands like Bonus, Dearness Allowance along with regularization of NMR Workers. All those struggles ended in glorious victories. These victories have created new discernment among the entire employees in the Board irrespective of their category feelings. Gradually the Board management who acknowledged the category unions was forced to recognize the general unions. Still certain traces of category sentiments animate even among a minority of employees. Only through fighting out such evil tendencies, we will be able to go ahead for our common cause.
Another wrong practice prevailed in the Board was the malpractices in the name of transfer. Transfer was used on a large scale to persecute the employees of the Board, especially women. Each employee has right to get transfer even if he is a member of a union or not. Nobody should be allowed to rescind ones right- that was the stand of the union. The transfer facilitated competition and enmity between employees belong to the same category. We, we alone have fought consistently to eliminate such wrong practices existed in the case of transfer and to formulate general guidelines and norms for transfer. The guideline framed during the LDF government in 1987 was a great achievement. All along we were vigilant against diversions in the case of transfer in the name of political considerations and trade union differences.
Our struggles permeated to other areas also which were strange to the trade union movements on those days. We have intervened to the developmental issues which were solely domains of Government and Board management and conducted campaigns for new power projects providing cheaper energy and improving other infrastructural areas of the Board. Issues in the transmission and distribution sectors were also found place in our demands along with the demands of the employees. The approach in the case of computerization was a clear instance of our vision –when-where-how the computerization should be.
In all the three referendums conducted in the Board, KSEB Workers Association was adjudged as the first union representing majority of employees. These achievements and recognitions made us more responsible to take up new challenges ahead.
We have reacted and expressed our solidarity to all national and international issues affecting the ordinary people and the working class.
We realize the situations, threats and the goals ahead……. struggles never end…… of course a dawn not far away will be ours….
